$155,382.50 - $217,554.48 Annually, plus Benefits

The Deputy Chief Information Officer is an At-Will classification that is exempt from the provisions of the Civil Service Ordinance.

THE POSITION:

The Deputy Chief Information Officer (DCIO) for Criminal Justice Systems & Digital Innovation is a key leadership position responsible for driving the technological advancement of Ventura County's justice services. This role leads the development and maintenance of custom software applications and manages critical Information Technology Services (ITS) for a range of internal departments (District Attorney, Probation, Public Defender, Sheriff, Superior Court) and external criminal justice agencies.

Key Responsibilities:

• Strategic Project Leadership: Oversee a landmark $50-million project to upgrade Ventura County's Integrated Criminal Justice System (VCJIS).
• Application Development & Maintenance: Lead the full lifecycle of in-house software solutions, ensuring they meet the evolving needs of justice partners.
• ITS Operations Management: Manage core ITS functions, ensuring reliable and efficient technology services for all supported agencies.
• Fiscal & Contractual Oversight: Manage divisional and client ITSD budgets, application development/implementation projects, and technology/consulting contracts.
• Strategic IT Planning: Collaborate with the CIO and ACIO to define and implement strategic IT initiatives, programs, and policies across the County.

EDUCATION, TRAINING & EXPERIENCE:

Any combination of education, training, and experience equivalent to a Bachelor's degree in computer science, information systems, business administration, or other closely related field and five (5) years of progressively responsible experience in information systems management in a variety of IT disciplines to include accountability for strategic and fiscal planning.

NECESSARY SPECIAL RQUIREMENTES:

• Significant experience maintaining effective working relationships and communication with IT professionals, as well as customers and stakeholders;
• Five (5) or more years of experience:

o Managing business application technology teams and concurrent technology projects, including the complete upgrade life-cycle, and overseeing new technology implementations;

o Developing, supervising, and sustaining teams capable of supporting assigned applications and/or platforms, and diagnosing and resolving technical problems.

• Experience with one (1) or more of the following areas of concentration:

o Law Enforcement Agencies

o Probation Systems

o District Attorney Systems

o Superior Court Systems

• Extensive experience managing large IT projects; PMP Certification or equivalent.
• Possession of, or ability to obtain and maintain, a valid CA driver's license
• Excellent written communication skills must be demonstrated in the completion of the resume and cover letter.
