Description
Under the direction of the Director of Construction and Development, plan, supervise and coordinate a wide variety of construction projects; review the work of professional and technical subordinates engaged in the inspection and contract administration of construction projects; to be responsible for performance, field change orders, progress payments and sureties and final acceptance inspections; provide professional and technical staff assistance; and to do related work as required.
Requirements
• A Bachelor's degree in related field, such as in architecture, engineering or construction management is preferred. Experience working with Native American enterprises and Sovereign Nations is preferred but not essential.
• A minimum of three to five years of experience related to public works construction management, project management and the administration of capital improvement projects.
• Or any combination of education and / or experience will be accepted
• Must have valid Driver's License and insurable on company insurance policy
• PMP, PgMP, CAPM and/or comparable project management certifications are highly desired
• Associate Constructor (AC), Certified Professional Constructor (CPC) and Certified Construction Manager (CCM) are desired
• Site preparation, including land clearing and earth moving; sewage systems; landscaping and road construction; building construction, including excavation and laying of foundations and erection of the structural framework, floors, walls, and roofs; and building systems, including fire-protection, electrical, plumbing, air-conditioning, and heating
• Operations, services and activities involved in a public works and capital improvements contracts administration function
• Engineering, architectural, and other construction drawings
• Sophisticated estimating and scheduling techniques
• General understanding of entitlement, planning and feasibility process.
• Construction crafts such as carpentry, masonry, plumbing, or electricians
• Computers and software programs relevant to inspection, plan check functions, job costing, online collaboration, scheduling, and estimating
• Contracts, plans, and specifications
• Construction methods, materials, standards and regulations
• Safety hazards associated with construction, remodeling and repair of building structures
• Advanced principles of inspection, permitting, plan check and construction contract administration
• Pertinent federal, state and local laws, codes and regulations

• Establish a good working relationship with many different people, including Tribal Members, Tribal staff, and designers, supervisors, contractors and craft workers
• Deal firmly and tactfully with contractor, engineers and property owners
• Enforce ordinances and regulations firmly, tactfully and impartially
• Interpret and explain Tribal contract administration and inspection policies and procedures
• Administer and monitor complex public works and capital improvements construction project contracts
• Work overtime as required
• Operate a personal computer and applicable software programs
• Communicate clearly and concisely, orally and in writing
• Maintain records
• Basic operation of a workstation (turning on/off, knowledge of basic functions and components) and general office equipment. Use/storage/maintenance of multiple usernames and passwords. Computer-related problem-solving skills through the use of available trainings and help desk.
• Knowledge of Microsoft Office Suite (Word, Excel, etc.), internet software and appropriate storage of electronic files.
• Ability to perform other duties as assigned.
