Position background: What does this position accomplish for the business?

This position is needed for the ingestion of COC-SPD data into the Policy Integration Management System.

Please describe the team the candidate will be working with (number of team members break-down of the team's skill sets team culture etc.).

This contract position will be working primarily with a small team (about 5) people who will be dedicated to the COC / SPD project, including a lead responsible for overseeing the project, a senior data analyst, as well as a few people from Optum's AI team.

What are the top 5-10 responsibilities for this position (please be detailed as to what the candidate is expected to do or complete on a daily basis)?
• Access, extract, and merge data from different data sources, formats, platforms and systems; utilize data scrubbing techniques to ensure data accuracy, including parsing, data transformation, duplicate elimination, and statistical modeling
• Collaborate with non-technical business subject matter experts in a clear and concise manner to work through the build out of conversion logic that will address data anomalies
• Author and maintain documentation surrounding the mapping and cleansing of source data as it is transformed into our policy management system
• Design, build, test, deliver and maintain conversion jobs that cleanse and transform data from various source data sets into our policy management system
• Systematically verify and document that all source data is accurately converted, validated, and accounted for as it is transformed into our policy management system
• Participate in meetings with client teams to iteratively present conversion / validation results

What does the ideal candidate background look like (ex: healthcare specific background specific industry experience etc.)?

What skills/attributes are required (please be detailed as to number of years of experience for each skill)?
• Bachelors Degree in Business Administration, Mathematics, Statistics, Computer Science, Information Systems or related field, specialized training/certification or equivalent work experience
• 3+ years of experience as a Data Analyst or similar role, facilitating and documenting requirements (such as mapping documents, process flows, test cases, and/or business requirement documents) gathered from both business and IT counterparts
• 4+ years of experience as a Conversion Developer or similar role, building code to cleanse, transform, and enhance data sets as they are converted from one format (system) to another
• 2+ years of experience working with Databases, SQL
• Advanced Proficiency with Microsoft Excel, Access
• Strong organizational skills, time management and critical thinking skills are a must
• Strong verbal and written communication skills, ability and comfort presenting to leadership and client teams
• Extremely collaborative; proactive; high integrity; highly reliable

What skills/attributes are preferred (what will set a candidate apart)?
• Knowledge of healthcare administrative data (coverage / benefits, prior authorizations, medical claims, enrollment, provider data)
• Advanced Proficiency with Structured Query Language (SQL)
• Experience working with data in multiple formats, from flat files to JSON files to relational database structures
• ETL process and tools experience
• 3+ years of conversion specific experience
• Proficiency and understanding of IT management, data storage structures
