The Department of Natural Resources (DNR) has an exciting opportunity within our Aquatics Resources Division as a Vessel Turn-in Program Specialist. The goal of the Vessel Turn-in Program is to prevent boats from becoming derelict or abandoned and potentially harming water quality and/or threatening public safety.

Duties
Responsibilities:
- Manages vessel disposal through the Vessel Turn-in Program (VTiP). Works with VTiP supervisor on public meetings/outreach and coordinates application review and vessel disposals.
- Independently performs inspections on vessels, field and office surveys, studies of vessel location, and the vessel's risk to human safety and the environment with specialized knowledge of shipwrecking processes.
- Conducts background research on vessel location, design, construction material, ownership, history, disposal options, and methods.
- Uses professional knowledge to evaluate the condition of the vessel and combines that information with research findings to understand risk and develop a vessel removal and disposal plan. Creates bid requests and interagency agreements for vessel removal work.
- Ensures contractor compliance with environmental permit requirements, related laws, rules, regulations, and works with contractors to correct deficiencies. Negotiates, reviews, and approves contractor work progress, products, and billings.
- Compiles and issues request for proposals and WA Department of Enterprise Services contract forms for DNR-sponsored vessel removals; assesses bids according to state contracting rules and obtains Division Manager approval.
- Administers contracts by monitoring contractor performance and assuring compliance with DNR permits.
- Audits invoices from contractors.
- Reconciles spending with the program's account and Program Manager.
- Conducts public meetings/outreach regarding the VTiP.
- Develops program materials and templates.
- Utilizing professional program knowledge, responds to inquiries about the program from contractors and the public. Assesses situations over the phone and recommends an appropriate course of action to the caller based on current law and policy and available resources.
- Manages the vessel database. Creates and runs queries to detect trends and changes over time.
- Prepares documents for review by the Attorney General's Office in support of appeals and bad debt write-offs.
- Capitalizes on knowledge of the continuous process improvement ideals to increase efficiency, such as batching vessels, and plans for future program and legislative changes.
QualificationsRequired Qualifications: - Bachelor's degree in natural resource management AND one year of experience in a related field;
OR an equivalent combination of education and/or experience. - Experience utilizing Microsoft suite products and other software products used for generating reports and/or tracking information.

Special Requirements and Conditions of Employment: - 80% of this job is performed in an office setting and 20% field setting. Field work occurs around boats, in boat yards, or on the waters of the state, both salt and fresh. There will be occasional water-related reconnaissance by land or boat.
- Will require travel, a couple of times a month, in order to undertake derelict vessel reconnaissance, attend meetings, manage contracts, and give presentations. Some marine travel (on-water work) will be required. If a project requires contract oversight at field locations, the position will require travel to those locations
- A current, valid driver's license and two years of driving experience. Additionally, DNR requires state drivers to possess a license that is not suspended, revoked, or restricted (for example, Occupational/Restricted Driver Licenses or requiring ignition interlock devices). This position requires driving as an essential function. Finalists and/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years.
Desired Qualifications: - Experience with commercial marine vessel salvage and disposal strongly desired.
- Experience evaluating programmatic objectives in consideration of law and policy.
- Experience in acquiring permits for aquatic operations and knowledge of the framework of applicable laws, rules, and regulations (state, local, and federal).
- 24-hour HAZWOPER Certification.

Social Security All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Holidays Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave) Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for
exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
