General Statement of Duties

This position provides court security services for the Fourth Judicial District Courthouse in Elmore County and is responsible for the general security and safety of all those who use the county courthouse. Performs supervisory, administrative, safety and technical support to the courtroom and court personnel; directs jury activities and ensures jury security during jury trials; performs related work as required.

Classification Summary

The principal function of an employee in this class is to provide security for the Elmore County Courthouse. In addition, it is the responsibility of this position to serve legal papers, escort those held in custody to and from the courtroom and performs all work duties and activities in accordance with County and Court policies, procedures, and safety practices. The work is performed under the direct supervision of the Chief Marshal. Considerable independent judgement is granted to this position within the established guidelines.

Essential Duties and Responsibilities

• Provides security for the Elmore County Courthouse;
• Provides courtroom security and bailiff duties during court proceedings;
• Provides security for Judges, court staff, juries, county employees and public as may be directed by the Administrative District Judge and Trial Court Administrator;
• Assist presiding Judge in general courtroom business and maintain the order and security of court that includes, but is not limited, to arraignments, criminal or civil court hearings and trials, jury trials, juvenile actions, and child protection actions;
• Takes into custody persons creating a security risk or disorderly conduct within the courthouse;
• Arrest those defendants who are remanded into custody as directed by the Judge;
• Serve papers as needed such as warrants, subpoenas and summons in both civil and criminal matters and protection orders within the courthouse;
• Monitors jury activities including jury orientation; arranging accommodations and transportation, escorting jurors to crime scenes, and tracking expenses.
• Patrols buildings and grounds within the courthouse complex for security and safety making sure doors and windows are secured;
• Assists in monitoring metal detector equipment to eliminate and secure all contraband and secure all contraband and or illegal weapons from entering courthouse facilities;
• Screens public entering the Courthouse, conducting searches of bags, briefcases, etc.
• Assists the public by providing information and answering inquiries about court schedule, locations, and procedures;
• Takes emergency action and/or notifies emergency personnel as the situation warrants;
• Investigates and submits detailed written reports.
• Contacts law enforcement regarding known offenders or suspicious persons;
• Picks up and processes U.S. mail for County offices;

Knowledge of:

• Basic court procedures and legal terminology and civil serving procedures according to state law;

• Officer safety techniques including handcuffing, handgun operations, and pain-compliance;
• Defense tactics and handgun use in potentially dangerous and volatile situations;
• Use of computer programs.

Acceptable Experience and Training

• High school diploma or equivalent general educational development (GED) certification AND;
• Must be at least 21 years of age;
• Basic law enforcement training including POST or ALERT training is preferred;
• Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.

Special Qualifications

• Valid Driver's License
• Ability to qualify and maintain proficiency within the use of firearms in accordance with the Idaho Peace Officer's Standard Training qualification course of fire.
• Must successfully pass background investigation relevant to the position, have no felony convictions or history of domestic violence, and remain in good standing for the duration of employment with the County.
• Must adhere to Idaho Branch Code of Conduct for non-judicial employees;

Essential Physical Abilities

• Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to communicate effectively and perform security procedures;
• Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to observe people, property, facilities and grounds for security and screening processes;
• Sufficient manual dexterity with or without reasonable accommodation, which permits the employee to operate screening devices, perform necessary searches, and to safely and effectively use a firearm;
• Sufficient personal mobility, reflex and physical strength with or without reasonable accommodation, which permits the employee to stand and walk for long periods of time, to subdue an uncooperative individual(s), and move quickly to address situations; the employee may occasionally be exposed to agitated/aggressive people where physical restraint is necessary and involves an element of personal danger.

Position to remain open until filled.

This is a full-time, 40 hour per week position working Monday through Friday. Typical hours are 8:00 AM to 5:00 PM.
